Highest-impact issue

Rakuten's defensible moat is a two-sided ecosystem: 70,000+ merchant relationships negotiated at scale, plus a points-and-cashback flywheel that locks in repeat behavior. Pre-empt the concern: "Rakuten activates only on partner store sites. No browsing history sold, no ads injected -- read our privacy commitment."
